The Loudoun County Fast-Track Commercial Incentive Program Application Has Been Updated

The Loudoun County Fast-Track Commercial Incentive Program application was updated on March 8, 2024.

What has changed?

  • We have added a comprehensive Fast-Track submission checklist to page 1 of the application.
  • There are additional conditions for maintaining Fast-Track status that the applicant must agree to including:
    • A post-submission conference will be required if comments exceed 150 or either the applicant or staff request such a meeting.
    • Applications that exceed four submissions will be automatically removed from the Program. (This criterion will be waived if the applicant is responding to new and unique comments from staff on fourth or subsequent submissions). The applicant can appeal to the Executive Director of Economic Development for a one-time reinstatement after providing a written plan to remediate all issues and once a new timeline has been proposed and approved.
    • Applicants who miss agreed upon deadlines by more than 30 days will receive a written warning from staff providing the applicant with a grace period of five additional days. If the grace period passes without action, the application will be removed from the Fast-Track Program without appeal.
    • To better assess the Program on an ongoing basis, applicants will be required to complete an after-action survey and participate in a debrief meeting if requested by County staff. Applicants who fail to submit the survey or participate in a requested debrief meeting will not be approved for future Fast-Track applications until the survey and debrief meetings on the previous project have been completed.

Why the change?

  • The Fast-Track Program is designed to streamline the development process, provide process certainty, reduce approval times and provide a central point of contact. These updates help to streamline areas that have held projects up in the past and help ensure the appropriate projects are getting into the Program.
  • At the direction of the Board of Supervisors, to qualify for Fast-Track status, projects must align with the 2019 General Plan’s Core, Complementary and Conditional Uses within the applicable Place Type.
